At 9:00 a.m. on October 18, 2022 (Eastern Indonesian Time), the commissioning ceremony of Lygend HJF Company's RKEF Phase I Nickel Metal Smelting Project was held on the OBI Island, celebrating the commissioning and tapping of RKEF4 production line. This was the first tapping of eight 48,000 KVA production lines of the RKEF Phase I Project.
The attendees to the Ceremony included Jiang Xinfang, President of Lygend Resources & Technology Co., Ltd.; Wang Duodong, Chief Engineer of Lygend Technology Center; Wei Xiangfang and Ni Shumin, members of RKEF Expert Committee; Pak Rico, leader of Indonesian side; and relevant leaders from OBI Park Management Company, HPAL Company, HJF Company, as well as the design, construction, and supervision entities of RKEF Phase I Project. The Ceremony was chaired by Zhang Baodong, OBI Park Management Company and On-site General Manager of HJF Company.
The following persons delivered speeches: Li Xiang, Chinese representative of the proprietors and project manager of RKEF Phase I; Liu Jinbo, representative of the construction entity and project manager of Baoye; Cui Mu, representative of the design entity and leader of ENFI; Mi Tianfan, representative of the supervision entity and project manager of Shandong Chengxin; and Pak Rico, Indonesian representative of the proprietors.

Good morning everyone!
Today, with excitement, we witness the first RKEF production line of HJF Company being put into operation! Although this is only the first of our RKEF Phase 1 8 lines, it has extraordinary significance for Liqin.
Firstly, the production of Line 4 marks the completion of the basic layout of the nickel industry with great effort. Looking back on the development process of Liqin, from the beginning of nickel mining trade to the acquisition of the Suqian factory, it completed a perfect transformation from trade to production; Subsequently, he devoted himself to the construction of wet process projects and took the lead in achieving success, achieving leapfrog innovative development, and laying the foundation for Li Qin's industry position in the field of nickel wet smelting; Today, our Line 4 project is underway, marking our ability to not only operate the RKEF factory in Suqian, but also to independently build a first-class pyrometallurgical project in Indonesia. In addition to its undisputed position in the nickel ore trading industry, from today on, Liqin is also the only company in the industry that can independently construct wet and pyrometallurgical projects.
Secondly, the launch of Line 4 is another successful practice of Li Qin's "openness and sharing" value concept. After the successful completion and operation of the first phase of the wet process last year, we continue to cooperate with "old friends" such as Enfei, Baoye, and Hualiu Construction. At the same time, we have also met "new friends" such as Huangtai, Yaohua, Shandong Chengxin, and Zhonggang Luonai, jointly embarking on a new journey of the construction of the first phase of the wet process RKEF project. Today's successful iron casting is a true reflection of our solidarity and sharing weal and woe. On behalf of Liqin Resources, I would like to express sincere gratitude to all colleagues who participated in the design, construction, and supervision of RKEF Phase 1!
Thirdly, the production of Line 4 is another refinement and enhancement of the management and project construction teams. The successful operation of the Huofa project relies first on the careful consideration and decisive decision-making of the shareholders of Liqin and Halida; It is precisely with the trust and support of Mr. Cai and Mr. Lin as always that the construction of the Huofa RKEF project was able to commence. Our project team also continues to carry forward the spirit of excellence and endless diligence, seizing the opportunity to pursue success and continuously fight, opening up the battlefield for the OBI Fire Law project. During this period, the epidemic is still ongoing and the rainy season is still ongoing. The project progress has been slow for various reasons, but our project team has still shouldered the responsibility, gathered the will, learned from the pain, and worked hard to catch up. In the last three months, we raced against the clock to make progress, and finally handed in the answer sheet for successful completion on October 16th! During this period, a group of teams emerged that were willing to fight and win. For example, our production department's furnace building team and Haicheng Huayu team took turns to fight, and in 39 days, they snatched out the originally planned 45 day furnace building task! The OBI Island RKEF Phase I project also embodies the technological innovation of our technical team. We have made a lot of technological improvements on the basis of the original Suqian RKEF production process, such as the use of water-cooled furnace covers, vaporization flues, gas generators, and flue gas parallel systems. Although these technological innovations have temporarily increased investment, they will greatly improve the operational stability of the system and reduce production and operation costs in future production, And will achieve industry-leading energy-saving and environmental protection standards. These are all vivid manifestations of Li Qin's corporate philosophy of "responsibility and innovation".
Comrades, although the construction of Line 4 is of milestone significance, it is only a small step on our grand journey. Next, we need to continue to maintain a high morale and a spirit of fighting every day. We must refine our goals and tasks, implement the division of responsibilities, and firmly adhere to node goals. We must complete the construction tasks of the remaining 7 lines of the RKEF Phase I project as scheduled, and submit a satisfactory answer to shareholders and ourselves!
Our journey is the sea of stars, and our goal is win-win and shared. Next, there will be wet phase II, nickel sulfate phase I, wet phase III, pyrometallurgical phase II, stainless steel, and precursor projects built and put into operation on the hot soil of OBI. At the same time as industrial development, we are steadily advancing the planning and construction of "OBI Town", adopting a model of industry city integration, and building OBI into a happy town with convenient transportation, livable and suitable business, low-carbon environmental protection, and integration between China and India! Share our development achievements with everyone.
